Square's revitalization gets boost in city office move

Roughly 120 Jersey City employees have settled into new digs at 1 Journal Square Plaza - and they're loving it.

"Obviously, you've never been to 586 (Newark Ave.)," said Joseph Castagna, the city's health officer, referring to the space his division left behind.

Wanda Fluellen, a clerk in the city's Neighborhood Improvement District office, can now drive to work.

"It's a great location. The city provides parking right next door," said Fluellen, who called the previous location "a little rundown."

The city has rented 28,000 square feet of space on the second and third floors in the four-story red brick building at the corner of Kennedy Boulevard and Cottage Street, city officials said.

Besides the Health Division and Neighborhood Improvement District office, employees from the Division of Purchasing, Information Technology, Accounts & Control, Payroll & Pension, Treasury, and the Assistant Business Administrator's Office have also relocated to the building.

Services such as animal control, dog licenses, restaurant licenses, and purchasing bid receptions will now be located at the new offices.

The building is owned by Joseph Panepinto, a Jersey City developer who also owns the ADP building on the Square and recently opened with partners a market-rate rental complex at the site of the old State Theater.

"Journal Square is more than a transportation hub, but a center for commerce and living," Jersey City Mayor Jerramiah Healy said.

"The relocation of city offices and resources is well worth the investment to spur the revitalization of Journal Square."
